Abstract

This article is devoted to the process of decentralization in the process of the formation of civil society in Uzbekistan and the results of the gradual transfer of the state's functions, powers and responsibilities, first from the center to local governments, and then from local governments to citizens' self-government bodies. It is analyzed that the mahalla, as a unique system, is the basis for bringing citizens closer to political and economic activity and state affairs in democratic reforms.
